In April 2014 the Constitutional Court ruled that the contract with Cash Paymaster Services for paying out social grants to beneficiaries was invalid and ordered the Department of Social Development and the SA Social Security Agency (SASSA) to find a solution. With two weeks left to go before CPS’s current contract expires, and grants to 17 million beneficiaries at stake, Carte Blanche asks: Why did the Department of Social Development and SASSA wait three years to find a new service provider?<\/p>\n
