From the review of the Public Protector\u2019s State of Capture report, to the Constitutional Court ruling that the National Assembly failed to hold president Jacob Zuma to account \u2013 state institutions often have to appear before some of the country\u2019s highest courts.\u00a0 At any given time, there are hundreds of ongoing cases against national, provincial and local departments \u2013 and in many cases the government keeps losing.
