Failure to Prosecute
It’s a story that’s haunted us for more than three years. An Eastern Cape attorney won millions from the Department of Health on behalf of children with severe cerebral palsy. But the children, living in rural poverty, saw little or none of the money. A year later, he was struck from the roll of attorneys, and a warrant of arrest issued on nearly 20 counts of fraud and theft. But he remains at large. For nearly four years, cases have dragged through the courts while millions in pay-outs vanish – and defrauded children die waiting for justice.

WATCH AGAIN: Metro Centre Mayhem
Johannesburg’s Metro Centre, once the heart of the city, now stands condemned – an emblem of the city’s broader dysfunction. The building’s closure has made it virtually impossible to access vital municipal records, allegedly creating a black-market economy where residents pay illicit fees for access to property plans. Whistleblowers have revealed to the Democratic Alliance (DA) ongoing schemes in which desperate residents are charged R900 for digital copies and up to R2000 for original plans. “The problem is systemic as it is rooted in mismanagement, and negligence under the Johannesburg Property Company (JPC), and the absence of political will to accelerate the digitisation of records,” the DA says in a statement.
